What do you think of my imaginary nation?

What standards will you use to define "mentally stable"? Will you use Mayor Bloomberg's standard? [If you have ever been late making payments, or have been fired from a job, received a speeding ticket, etc., you are not "mentally stable and can't have a gun.] And NO criminal convictions? You would disarm me because I had to pay a $15 fine and clean up a yard for egging it and TPing it way back when I was a kid?
